How this card works

For 7 Eddies every rival Unit becomes spent, then you defeat one spent Unit. A spent Unit cannot use Blocker, so your attacks this turn cannot be redirected, and every rival Unit is now a valid attack target.

The FAQ confirms you can play it when all rival Units are already spent, and the Unit you defeat does not have to be one this Program spent. Ruthless Lowlife, which can only attack rival Units, suddenly has plenty of targets. Overwatch: Panam's Gift then lets you pay 1 Eddie, Spend, and discard 1 to defeat a spent rival Unit with cost up to the discarded card's cost.

Play it in your own Main phase, before your attacks. It needs 3 Green RAM, so you need two Green Legends.
