How this card works

Both of this Jackie's triggers read your Gig values, and each die can only help one of them. When he attacks, he gets +2 power for each friendly Gig with an even value, so a single even Gig takes his 8 power to 10 and lets him steal two Gigs. When he is defeated, you draw 1 for each friendly Gig with an odd value.

Afterparty at Lizzie's (1 Eddie) adjusts a Gig by up to 1, enough to flip a die's parity right before the attack. Bootleg Black Sapphire Show likes a mixed spread: with one even and one odd Gig it draws 2.

Both rulings make the same point: the bonus is counted once, when he attacks. Changing a Gig's value afterwards, up or down, neither adds nor removes power.
